About Monument Energy 

Monument Energy is a niche consulting firm that brings a great deal of insight and focus to our nation’s largest organized wholesale electric market. Co-owners Mark Scott and Chelsea Garrison founded Monument Energy in 2013. Together, they have over 45 years of professional experience in the PJM market area. The firm is headquartered in Richmond, Virginia.

 

Our approach is simple. We provide quality services in a cost effective manner. Our philosophy is even simpler. We view our firm’s growth and success as a byproduct of quality work and diligent attention to clients. Growth itself is not an end. We strongly believe that people making the promises need to understand what is being offered and be directly involved with delivering the results.

The Team
Mark Scott

Mark Scott has over 25 years of power industry experience concentrated in the PJM market. He has held a variety of transactional roles including origination, trading, congestion management, portfolio management, procurement, and regulatory market design at an energy consulting firm, private developer, load serving entity, and trading company. Prior to the power industry, Mark was a financial analyst and additionally served 7 years as a U.S. Navy Submarine Officer. Mark holds a BS in Electrical Engineering from the University of Missouri-Rolla and an MBA from University of Nebraska.
Chelsea Garrison

Chelsea Garrison has over 20 years of power industry analysis and programming experience in the PJM market. She has designed, built, and used many of the critical analytical platforms and processes utilized to manage congestion risk, procurement, daily operations, reporting, and settlements at an energy consulting firm and a load serving entity. Chelsea earned a BS in Mathematics from Royal Holloway University of London and an MS in Financial Mathematics from Kings College London.
